Quality Assurance Scheme (QAS) Committee: lay member

Background

The IFoA’s Quality Assurance Scheme Committee is tasked with overseeing the voluntary accreditation scheme for organisations, known as the Quality Assurance Scheme (QAS) on behalf of the Regulatory Board.

The QAS has been in operation since 2015 and has become a key IFoA global initiative. There are now 42 organisations that hold the QAS accreditation. 32 of which are based in the UK and 10 located through Malaysia, Hong Kong, Thailand, Nigeria, India and UAE.

The QAS is an outcomes based scheme, with accredited organisations required to meet the three outcomes; Professionalism, Development & Training and Organisational Culture. The QAS offers organisations the opportunity to gain recognition for high-quality standards and provides a framework for their actuarial work. Accreditations are used by organisations to denote commitment, compliance, and to celebrate the process of continuous improvement.

The QAS Committee is accountable to the Regulatory Board and is responsible for awarding accredited status to organisations (on the basis of recommendations made by an independent assessment team) and for monitoring those accreditations once awarded. It also provides recommendations to the Regulatory Board in relation to its operation including any issues.

Vacancy

We are seeking one Lay (non-actuary) member to join the Committee.

Task and person specifications

Members of the QAS Committee will work together and be involved in discussions and decisions regarding:

  • applications for QAS accreditation (including renewals)
  • applications for Lead Senior Quality Assurance Representatives (SQARs) and providing input into the SQAR Forums
  • reviewing the Annual Returns provided by organisations
  • monitoring QAS accreditations, as set out in the QAS Handbook, including powers of suspension and withdrawal of accreditation
  • raising awareness of the QAS
  • other matters of relevance to the QAS as necessary

As a Lay (non-actuary) member of the Committee, this role will have a specific responsibility for ensuring that an independent perspective is added to the work of the Committee and that there is regard for the public interest underpin to the QAS.

Tenure

This is a three-year appointment, with the potential for renewal for a further three years. There may be flexibility with this tenure and applicants are encouraged to discuss any requirements with the QAS Manager.

Remuneration

An honorarium of £350 per seven-hour day is payable, plus reasonable travel expenses.

Time commitment

The QAS Committee usually meets six times per year. Meetings will be held at an appropriate time of the day to include all members joining from different regions. Papers tend to be sent out a fortnight before the meetings and committee members are expected to make time to read the papers to ensure that they can participate in the discussion during the meeting.

It may also be necessary to have additional ad-hoc meetings to discuss particular issues. Meetings are usually held by video call, with the intention of carrying out one in-person meeting per year.

Confidentiality

The Committee may deal with matters which are potentially commercially sensitive, Committee members must declare any conflicts of interest (including apparent or potential conflicts) and will also be required to keep information confidential.

Reporting

Committee members will report to the Lay Chair, who reports to the Regulatory Board.

Person specification

Post-holders will ideally be able to demonstrate the following skills and experience:

Essential criteria

  • Will usually have a minimum of 5 years recent experience of working in a relevant professional or other environment
  • Excellent oral communication skills, including proven ability to work effectively with others as part of a team
  • Excellent written communication skills
  • Able to demonstrate a good knowledge and understanding of ethical issues affecting professions
  • Have a good understanding and working knowledge of good practice in terms of quality assurance policies and procedures including, but not limited to: conflicts of interest, work review, speaking up, and complaints handling.

Desirable criteria

  • Experience of dealing with accreditation schemes and application processes for kite marks
  • Experience of drafting and/or implementing quality assurance processes and procedures in a professional services environment
  • Experience of working with actuaries or other financial services professionals
  • Experience of instructing, using or relying upon actuarial work.
