An actuarial perspective on reforming the UK government’s ‘Green Book’

The Green Book is a key policy document which sets out the UK government’s guidance for appraising all publicly funded policies, programmes and projects.

Hear from an IFoA Sustainability Board led task and finish group who have supported HM Treasury’s ‘Green Book’ review by undertaking an actuarial review of the discount rate underpinning the Green Book’s assessment of transformational change.

They discuss their work to apply actuarial skills in a unique context, with the chance to make a real difference to the spending of public money.

The webinar will cover:

  • An understanding of the Green Book and its role in the appraisal of projects worth billions of pounds each year.
  • Challenges the group identified when applying the Green Book’s current methodology to transformational projects, which continues to leave them at risk of undervaluation. 
  • Recommendations made to HM Treasury intending to ensure that the Green Book’s methodology remains fit for purpose in an era of climate change and evolving economic uncertainty.
